Mr. Alsabbah is a dynamic professional with mature leadership, clear vision, strategic planning ability, team building and motivation skills, with strong supervisory and negotiation capabilities. He possesses 25 years of experience in, financial management, business management, economics, and foreign trade.

Mr. Alsabbah joined Al-Ahlia Insurance Company in 2024 as Deputy General Manager.

Mr. Alsabbah joined the Palestine Capital Market Authority (PCMA) in 20052024-. He held various management positions, the most recent being Director of the Insurance Directorate at PCMA, where he was responsible for regulating the insurance sector in Palestine. This sector includes eight conventional insurance companies, three Islamic insurance companies, and a group of insurance professionals. During this period, Mr. Alsabbah focused his efforts on the following areas:

• Restoring confidence and stability in the insurance sector.
• Restructuring the Insurance Directorate in accordance with best practices and the guidelines of the International Association of Insurance Supervisors (IAIS).
• Establishing the foundations for risk-based supervision in line with international best practices and the IAIS guiding principles, as recommended by the World Bank.
• Launching a project to amend the Palestinian Insurance Law to remove obstacles hindering the sector’s development, introduce new insurance products—especially Sharia-compliant ones—and develop rules and guidelines to effectively regulate them.
• Implementing a comprehensive public awareness campaign to promote the concept of insurance, thereby enhancing insurance culture and confidence and contributing to financial inclusion.
